I'd like a way of sharing playlists that I make, but I don't want to use Spotify or YouTube. Is there something free (as in freedom and as in cost) and open-source, which is better than burning a CD or sending someone a playlist.txt?

I believe Funkwhale is the federated version of this.

I'll second this. Funkwhale is basically Fediverse Grooveshark/Soundcloud.
