I'm kinda old at this point, so maybe I'm OOTL, but is this a new meme format making fun of disinformation posts or something? Because I'm fairly certain a decent percentage of the population couldn't tell the difference between this and a serious post given a different context.

It's actually a very old meme format, but you're correct in that it isn't serious.

I have seen people use the format for actual criticism (like "stop using windows") and it's lame
