Sounds like a branch of ethno pluralism. The word looks fancy but it's just a euphemism for "go back where you come from" – "I'm born here" – "No, where you really come from".

Ethno pluralists will most certainly claim that all Jews come from Israel and it's an empty land (to just ignore the question where Palestinians supposedly come from).

Just to make sure I'm not misunderstood: this concept is bullsh*t. The nation state is a relatively new concept and before, there were no borders and people(s) just moved around all the time. Not each and everyone but it was easy to find a new home somewhere. There is no heritage
